The Office of the Prime Minister’s Department for Disaster Preparedness 
							and Management established the National Emergency Coordination and Operations 
							Centre (NECOC) in October 2014, with the support of United Nations Development 
							Programme (UNDP).
							
							Uganda's    National    Emergency    Coordination
							and   Operations    Centre (NECOC)   is a  24
							hour, 7-days  a  week  central   facility   for
							early warning and the coordination    of  
							emergency and crisis   response   and   recovery 
							action. The  NECOC  is established   under  the 
							National Policy for Disaster Preparedness   
							and Management  (NPDPM) with the  
							purpose  of contributing  towards the 
							functionality and characteristics that make 
							creation  of an integrated  and multi-sectoral 
							system approach  to planning, preparedness  
							and management of disasters  that is 
							fundamental to sustained  productivity   
							and socio-economic  growth. 
							The  primary  purpose of the NECOC is to provide  and  disseminate   early warning information, establish  mechanisms   
							for the effective coordination and networkingemergency   response  and recovery  assets  and  resources, support   
							the    assignment   of    responsibilities    and   establishment of procedures  to safe guard  the lives and properties  
							of the population  in-case of emergencies    or  disasters   through organizational,     planning,   training activities
							designed to enhance   the countries   preparedness   and  response capabilities.
						
The goal is to establish institutions and mechanisms that will reduce the vulnerability of people, livestock, plants and wildlife to disasters in Uganda.

The mission of NECOC is to create an effective framework through which Disaster Preparedness and Management is entrenched in all aspects of development processes, focusing on saving lives, livelihoods and the country’s resources.

							- Establish  Disaster  Preparedness  and  Management  institutions  at  national  and  local government levels.
							
							- Equip Disaster Preparedness and Management institutions and ensure that the country is prepared at all times to cope with and manage disasters.
							- Integrate Disaster Preparedness and Management in to development processes at all levels.
							
- Promote research and technology in disaster risk reduction
							
- Generate and disseminate information on early warning for disasters and hazard trend analysis 
							
- Promote public,private partnerships in Disaster Preparedness and Management. 
							
- Create timely,coordinated and effective emergency responses at national, district and lower level local governments.
